I wonder if the audio being out of snyc was deliberate on the part of The Fleischer Brothers? It would be pretty simple to correct it if that wasn't the case.

For sure! The sound consistently lags the visuals by 3 seconds.

It is out of sync...I have a copy of the cartoon and I can tell you it's not because of how the cartoon had limitations back then.

nope they just changed her ears to hoop earings thats why in every cartoon or picture of betty boop she has earings on i never seen her with them off i think..? oh and they did make her slimmer but not to skinny.. or she would have to be olive oyls sister...

1:19-Mickey Mouse? weird how all they did was remove her ears and make her skinnier to turn her into the Betty Boop that everyone recognizes.
