If you "luv 2 draw", you should know this program - it's definitely the best one you can get: Adobe Photoshop (newest extended version for $962.49)

The eyes and eyebrows are shaped to look exactly like Jessica Rabbit's. He's out to make Jessica Rabbit look realistic, not create a portrait that looks exactly like a real person. Check his blog or something.

The #1 Software to draw, etc... Photoshop. And I'm 99.9% sure he is using a Wacom tablet to draw with.

The eyes still don't look so realistic. The eyebrows are a bit high, but other than that, you did a good job!
